Initially, a three-year contract was awarded in December of 2022 to service
key city facilities, including City Hall, the police station, the library,
and others. However, the previous provider encountered significant
challenges in fulfilling their obligations. Notably, they were unable to
service the civic arena due to issues with their contract and the facility's
extensive maintenance needs, prompting the city to take this service
in-house. Furthermore, the contract for the senior center was terminated in
January 2024 due to unsatisfactory service, with the city again opting to
manage this service in-house.
As issues with the previous provider persisted across the remaining
facilities, the city reevaluated its options and discovered that Du-All
Cleaning, the second-lowest bidder in the original selection process,
effectively became the lowest bidder after excluding the services now
managed in-house. Given the previous provider's inability to meet the city's
standards and Du-All's immediate availability and preparedness to commence
work, the city administration recommended transitioning the contract back to
Du-All Cleaning. Du-All was awarded the contract for the first and second
years.
This decision was based on Du-All's demonstrated capability to mobilize
quickly and their prior experience as a service provider for the city before
they lost the bid. The transition was further supported by the immediate
improvement in maintenance and cleanliness reported by the in-house staff
for the facilities previously managed by the former provider, highlighting a
strong confidence in Du-All's ability to meet the city's needs efficiently.

swiftly to address and rectify the shortcomings of the previous contractor.
